Mayor Garcia said Homelessness is the biggest issue in Long Beach. However, the Long Beach municipal code at times criminalizes homelessness by prohibiting people from sitting or lying down in the public, asking for help. Besides building more shelters should the city of Long Beach change its vagrancy laws to be more humane?
